The Condition for the Work on the Celestial Reference System at Yunnan Observatory
In this paper the conditions are described for deciding whether it is significant to do the observational work to establish the celestial reference system at an observatory. The conditions at Yunnan Observatory are analyzed in detail. In addition, the work to be done and its significance are also discussed.
