1. INTRODUCTION Active Region 5395 of March 1989 was one of largest δ magnetic classification ac-tive regions observed with the vector video-magnetograph(Solar Magnetic Field Tele-scope) at Huairou Solar Observing Station of Beijing Astronomical Observatory.
