Abstract
The conditions required to construct, a quasi-inertial celestial reference frame are discussed, and several cases, in which if the ground-based observation can satisfy, arc enumerated. The precessional constants and absolute proper motion of a star could be directly obtained by the observation of LLMC with a CCD. The possibility is analysed to establish a high accurate celestial sphere frame using the observational data of the instrument, at last, the method is compared with those of space observation.
