A High-precision Celestial Chart and Catalogue with Ground-based Observation

In this paper taking the precise orientation of small satellites as one of purposes, the requests for the catalogue and celestial chart and its precision in the future are presented.The analy sis for reasons that existing catalogues can not meet those requests is given.In order to build up such a new catalogue and celestial chart, a plan to observe the celestial objects with respect to the HIPPARCOS catalogue with ground-based optical telescope is proposed which will be carried out in two steps.In the last part of this paper, the possibility to reach the anticipative precisio n for using a series of new error theories and new techniques in our observation is related.
